| Subcontractor | Department of Defense | THE TRAINING OF COST ESTIMATORS IN THE DEPARTMENT OF DEFENSE (DOD) IS A HIGHLY RESOURCE-CONSUMING PROCESS. THE OVERARCHING GOAL OF THIS PROJECT IS TO DEMONSTRATE THE USE OF COGNITIVE ASSISTANTS TO IMPROVE THE EFFICIENCY AND EFFICACY OF THE TRAINING PROCESS OF COST ESTIMATORS IN THE DOD. A COGNITIVE ASSISTANT (CA) IS DEFINED HERE AS AN ARTIFICIAL INTELLIGENCE (AI) TOOL, USUALLY WITH A NATURAL LANGUAGE INTERFACE, THAT AUGMENTS HUMAN INTELLECT IN A SPECIFIC TASK BY RETRIEVING AND PROCESSING RELEVANT INFORMATION FROM MULTIPLE INFORMATION SOURCES AND PROVIDING IT TO THE USER AT THE RIGHT TIME. A CA ALSO HAS THE CAPABILITY TO LEARN AND ADAPT TO THE INDIVIDUAL USER AND PROBLEM AT HAND.
IN THE LAST YEAR, THE TEAM HAS DEVELOPED A PROOF-OF-CONCEPT PROTOTYPE FOR A CA TO SUPPORT COST ESTIMATORS CALLED DAPHNE ACADEMY THROUGH AN AIRC INCUBATE PHASE I PROJECT (TASK WRT-1049.8.1). DURING THIS INCUBATE PROJECT, THE TEAM WORKED TOGETHER WITH A GROUP OF POTENTIAL USERS AND STAKEHOLDERS FROM THE OFFICE OF COST ASSESSMENT & PROGRAM EVALUATION (CAPE) WITHIN THE OFFICE OF THE SECRETARY OF DEFENSE (OSD) TO DEVELOP SOME REALISTIC USE CASES FOR THE TOOL. THE CAPE TEAM HELPED GUIDE THE DESIGN OF THIS TOOL BY PROVIDING US WITH FREQUENT FEEDBACK ON THE FUNCTIONALITY AND INTERFACE ASPECTS OF THE TOOL.
BUILDING UPON THE WORK DONE DURING THE PHASE I PROJECT, THE OBJECTIVE OF THIS PHASE II PROJECT IS TO DEVELOP A SECOND PROTOTYPE FOR DAPHNE ACADEMY THAT INCLUDES A RICHER SET OF FUNCTIONALITIES, AND TO DEMONSTRATE IT IN A MORE REPRESENTATIVE USE CASE AND ENVIRONMENT TO CHARACTERIZE THE IMPACTS THAT THIS TECHNOLOGY COULD HAVE IF ADOPTED.
SPECIFICALLY, FOR THIS PHASE II PROJECT WE PLAN ON WORKING MORE CLOSELY WITH THE CAPE TEAM AND HAVE SEVERAL COST ESTIMATORS WITH DIFFERENT BACKGROUNDS AND LEVELS OF EXPERTISE COMPLETE A SHORT BUT RELEVANT TRAINING PROGRAM WITH AND WITHOUT DAPHNE ACADEMY. WE WILL GATHER AND COMPARE VARIOUS MEASURES SUCH AS THE LEVEL OF SKILL OF THE TRAINEE BEFORE AND AFTER THE PROGRAMS, TIME TO PROGRAM COMPLETION, ETC. WE WILL ALSO DEVELOP MORE DETAILED ESTIMATES OF THE RESOURCES NEEDED TO DEPLOY AND MAINTAIN THIS SYSTEM OPERATIONALLY IN THE DOD. THE RESEARCH PLAN WILL ALLOW US TO VALIDATE A PROTOTYPE OF THE TOOL IN A RELEVANT ENVIRONMENT AND CHARACTERIZE ITS POTENTIAL IMPACT ON TRAINING EFFICIENCY AND EFFICACY. 2103257-04 Parent award context Parent award agency: Department of Defense · Washington Headquarters Services Parent award NAICS: 541715 Parent award performance state: NJ Parent award description: WASHINGTON HEADQUARTERS SERVICES RESEARCH TASK 1057 FOR SYSTEMS ENGINEERING RESEARCH CENTER View parent award on USAspending | HQ003419D0003USAspending | $134,350 | Feb 14, 2023 | — – — |
