The Mission and Installation Contracting Command–Fort Bliss intends to establish five Blanket Purchase Agreements (BPAs) with eligible small business concerns for portable latrine and hand-wash station services at Fort Bliss, Texas, and associated training areas and ranges in Texas and New Mexico. Services include the rental, delivery, placement, anchoring, scheduled servicing, cleaning, pumping, sanitization, restocking, relocation, repair, waste disposal, removal, and pickup of portable latrines and hand-wash stations in support of military training, field exercises, and other mission requirements. This acquisition is a total small business set-aside under NAICS 562991, Septic Tank and Related Services, with a $9 million size standard. The anticipated BPA ordering period is 23 November 2026 through 22 November 2031; however, the Government may establish a later commencement date and corresponding expiration date to maintain a five-year ordering period. The Government will compete individual BPA calls among BPA holders. The BPA does not guarantee a minimum quantity of services or minimum expenditure. Interested vendors shall submit quotations in accordance with the combined synopsis/solicitation and all attached documents.
