The requirement to conduct pre-employment civilian drug testing was placed on the Department of War (DoW) agencies and Military Services, which, in turn, developed separate programs governed by separate DoW Directives. Subsequent contracts have been used to facilitate the specimen collection and medical review services, while laboratory analysis was conducted at a DoW laboratory certified by HHS.
